I can only find this 3DM update, but you have to be registered:

My game was based on CODEX v1.9. After I updated into V1.10.120.0 the "Mods" and "Creation Club" cannot be opened. The text it self Turns out into grey color which mean that I cannot opened it. when on v1.9 I can open the "Mod" tab, but there's no Creation Club. Is this normal or not ? Is anybody in here has the same experience like mine ?

Please answer, really appriciate it if you answer my question

You do still need an installation of Fallout 4 at least v1.9 (e.g. Fallout.4.Update.v1.9-CODEX).

Here is 1.10.163.0.1. It's a Steam-Rip, so you don't need to install anything, just copy files from "CODEX" folder to "Fallout 4" folder, then open "steam_emu.ini" with a notepad and set "Language" to english.
